Jack Lewis @All things corruption : Should corruption watch not be campaigning for all parties to support putting all tender scoring, all job applications in the public service and the scoring on line so that the public can see who is tendering, what price is being offered and who is being selected. Similarly with appointments. It should all be on line - and open to scrutiny. This measure alone could make it very much more difficult to make corrupt tender decisions and nepotistic and cronyist appointments. Why not?

Liezemarie Johannes @All things corruption in reply to Jack Lewis: Although I agree that a system like that would promote transparency and accountability, I do wonder about how viable an alternative it is. What would a system like that cost to implement? Assuming that it would be IT based, wouldn't it be equally open to abuse, as people find way to manipulate the system?

Kavisha Pillay @All things corruption in reply to Jack Lewis: I think it is a good idea and its something that government should consider doing. Yes there is a strong possibility of trolls hacking into the system, but I think it is a system that needs to be tested. I mean it will make things a whole lot easier and will allow for the public to engage with govt on certain issues. I wish they had done this with eTolls.

Liezemarie Johannes @All things corruption in reply to Jack Lewis: http://oxfamblogs.org/f... : Interesting article on transparency and the limits of open data. I think the point made about the limits of transparency when data is not accessed and used by people is an important point. Thoughts?

Jack Lewis @All things corruption : how effective it would be would be a function of vigorous the free media is. In SA we still have many main stream and a burgeoning alternative media (see www.groundup.org.za and others like it). If we could succeed in getting all tender and employment documents put out up not only the media but pressure groups such Equal Education would be all over those CVs and scoring for principles as would TAC and others for hospital managers. The limits are not IT limits, they are social.

Jack Lewis @All things corruption : Frankly, I think Dave Lewis and co at CW should challenge COSATU and all Union Federations and leading NGOs like EE and TAC etc to form a joint campaign to do this now. Its the one concrete thing that could be done now!
